Since you're using Blogger, you need to use a system like Haloscan, Enetation, or YACCS.

I use Moveable Type, which has this commenting system built in to it. http://www.moveabletype.org for more details. It's free and I was able to install it with minimal trouble and I'm a HTML/CSS/CGI/webmaster newbie. This system gives me near-total control as opposed to those other ones, which store comments offsite.
